Existing treaties must be adjusted and new covenants created to define "peoples," form diverse 'minorities only' cantons, and grant autonomy to groups unanimous in their desire for internal and external self-determination — conventions to cope with global challenges as peremptory norms (jus cogens), upheld by an ongoing education platform ensuring maintenance and not enforcement of the norms
